使用msvc编译的rust文件，基本都需要依赖Microsoft Visual Redistributable C++ 2015，有些人电脑上没有，就很是麻烦

可以通过修改cargo默认配置文件解决这个问题

打开%appdata%/../../.cargo，在config文件里添加下面几行配置：

#x64软件
[target.x86_64-pc-windows-msvc]
rustflags = ["-C", "target-feature=+crt-static"]
#x86软件
[target.i686-pc-windows-msvc]
rustflags = ["-C", "target-feature=+crt-static"]

然后重新编译，就不再依赖vc++2015库了
